Vanuit dit Cultuurfonds voor Monumenten worden laagrentende leningen verstrekt. Voor deze leningen komen eigenaren van provinciale of gemeentelijke monumenten in aanmerking. De regeling geldt ook voor geregistreerde beeldbepalende panden gelegen binnen een beschermd stads- of dorpsgezicht. Het rentepercentage van de restauratielening is vastgesteld op 4,5% onder de marktrente met een minimum van 1,5%. De lening wordt op basis van een aflossinghypotheek afgesloten. Voor de leningen geldt een minimum bedrag van € 10.000, het maximale bedrag verschilt per provincie en is € 50.000 of € 100.000. Het Cultuurfonds is actief in de provincies Groningen, Friesland, Overijssel, Gelderland, Utrecht, Noord-Holland, Zuid-Holland, Noord-Brabant en Zeeland. De hoogte van de laagrentende lening wordt vastgesteld op basis van de [[subsidie|subsidiabele kosten]]. Verfraaiings- en nieuwbouwkosten worden niet in het leenbedrag meegenomen.
