Dergelijke uitspraken zijn meestal gebaseerd op vooroordelen en emoties, en zelden op feiten. Er mag best veel veranderd worden aan een monument, ’’’mits’’’ dit goed doordacht is, tijdig overlegd wordt en een verrijking voor het gebouw betekent. Ook is het gehele pand van voor tot achter, van fundering tot nok een monument, mits dit niet anders is vastgelegd. <br /> <br /> ===[[Behoud door ontwikkeling]]===<br /> Bij de aanwijzing tot [[Rijksmonument]] betekent dit niet dat een gebouw nooit mag worden veranderd. Belangrijk is de redegevende beschrijving van het pand. Deze bepaalt de omvang van de bescherming. Tenzij duidelijk anders vermeld in deze beschrijving valt het hele gebouw onder de beschermende werking van de [[Monumentenwet]]: binnen en buiten, van kelder tot nok, en van voor tot achter. <br /> Bescherming betekent zeker niet dat er niets meer zou mogen veranderen. Gebruiksmogelijkheden en economische belangen bij de instandhouding van het pand zijn reële afwegingspunten bij de beoordeling van een verzoek tot wijziging. Een monument kan op dergelijke gronden, en met de nodige [[omgevingsvergunning|vergunning]] worden aangepast aan veranderende behoeften. Het karakter en de [[cultuurhistorische waarde]] mogen echter niet onevenredig worden aangetast. Maar een bescheiden aanpassing kan zelfs een verrijking zijn van de cultuurhistorische waarde. <br /> <br /> ===Voorbeeld===<br /> Een boerderij wordt niet meer agrarisch gebruikt. De hele boerderij wordt nu herbestemd tot één of meer woningen. Dit betekent dat er ook op de stal gewoond gaat worden.. De gevels van de stal zijn echter laag. Daarom zijn er dakramen of dakkapellen nodig om in de woning genoeg daglicht binnen te krijgen. Deze moderne eis voor meer daglicht staat nooit ter discussie. De discussie gaat er altijd over waar, hoe en hoe groot de nieuwe daglicht openingen worden en of er gekozen moet worden voor dakramen of dakkapellen. Te veel en fout geplaatste dakramen en/of dakkapellen doen namelijk afbreuk aan het aanzien van het pand. Een monument mag dus veranderd worden als het maar goed doordacht en met respect voor het gebouw gebeurd. <br /> <br /> ===Vergunningen===<br /> Bij monumenteigenaren leeft vaak de gedachte dat een monumentenstatus veel beperkingen oplevert. <br /> De status van rijksmonument brengt met zich mee dat bij een omgevingsvergunningaanvraag naast het bouwcomponent ook een monumentencomponent nodig is. Veel eigenaren vinden dit een aantasting van hun vrijheid. Zij vergeten dan dat ook voor een niet-monumentaal pand vergunningen nodig zijn, die gepaard gaan met [[welstandscommissie]], eventuele [[bestemmingsplan|bestemmingsplanprocedures]] en de eventuele belemmeringen van een [[beschermd stads- of dorpsgezicht]].
